The Indian Stamp (Haryana Amendment) Act, 2020
The Indian Stamp (Haryana Amendment) Act, 2020 amends the Indian Stamp Act, 1899, in its application to the state of Haryana. The amendment provides for the following:
- Establishment of a Chief Controlling Revenue Authority for Haryana to hear appeals against orders of the Collector under section 47-A of the Indian Stamp Act, 1899.
- Setting of minimum values for property, below which any instrument transferring such property shall be deemed to be undervalued.
- Power of the Registering Officer to refer an undervalued instrument to the Collector for determination of market value and duty payable.
The amendment was passed with the aim of preventing evasion of stamp duty in Haryana.
